North Korea may conduct the most powerful test of a hydrogen bomb in the Pacific Ocean in its possible "highest-level" actions against the United States, the North's top diplomat said Thursday.

Foreign Minister Ri Yong-ho made the comment after North Korean leader Kim Jong-un said that he is considering the strongest actions in response to US President Donald Trump's threat to "totally destroy" the country.

"It could be the most powerful detonation of an H-bomb in the Pacific," Ri told reporters. "We have no idea about what actions could be taken as it will be ordered by leader Kim Jong-un."

He is in New York to attend the UN General Assembly.
